Welcome to BillCity (www.billcity.in), a service operated by PayKaro India. By using our platform, you agree to the following terms:
1. Services
BillCity provides online recharge, bill payment, DTH recharge, money transfer, and wallet services. All transactions are processed through authorized payment gateways and telecom operators.
2. User Account
Users must register with valid mobile number, email, and identity proof.
You are responsible for maintaining the confidentiality of your account credentials.
Sharing account details with third parties is strictly prohibited.
3. Transactions
All recharge and bill payments are subject to availability from respective service providers.
BillCity is not responsible for failures caused by telecom operators or utility companies.
Transaction charges, if any, will be displayed before confirmation.
Once a recharge or bill payment is successfully processed, it cannot be reversed.
4. Wallet Services
BillCity Wallet can be used for payments within the platform.
Wallet balance is non-transferable and non-refundable except as per RBI guidelines.
Maximum wallet balance limits are as per applicable regulations.
5. Commission & Business Partners
Distributors and retailers earn commission as per the agreed slab structure.
Commission rates may change with prior notice.
Misuse of the platform will result in immediate account suspension.
6. Limitation of Liability
BillCity shall not be liable for any indirect, incidental, or consequential damages arising from the use of our services. Our maximum liability is limited to the transaction amount in question.

Grievance Redressal Policy

BillCity is committed to providing excellent service. If you face any issues with our recharge, bill payment, or wallet services, please follow the grievance redressal process below:
1. Level 1 - Customer Support

Please provide your registered mobile number and transaction ID for faster resolution.
2. Level 2 - Grievance Officer
If your complaint is not resolved within 48 hours, you may escalate to our Grievance Officer:
Commission related disputes (for distributors/retailers)
Money transfer failures
4. Resolution Process
Every complaint will be assigned a unique ticket number. We will investigate with the respective service provider and update you on the status. Most complaints are resolved within 3-7 working days.
Refund & Cancellation Policy

1. Recharge Transactions
Successful Recharge: Once a recharge is successfully processed and confirmed by the operator, it cannot be cancelled or refunded.
Failed Recharge: If amount is debited but recharge fails, the amount will be automatically refunded to your BillCity Wallet within 24-48 hours.
Pending Recharge: If a transaction remains pending for more than 24 hours, please contact our support team with the transaction ID.
2. Bill Payments
Successful Payment: Bill payments once processed cannot be reversed. The amount is credited to the utility provider directly.
Failed Payment: Refund will be processed to your BillCity Wallet within 3-5 working days.
Duplicate Payment: If you have made a duplicate bill payment, contact support with both transaction IDs. Refund for the duplicate amount will be processed within 7 working days.
3. Money Transfer
Failed Transfer: Amount will be refunded to source account within 5-7 working days.
Wrong Account Transfer: BillCity is not responsible for transfers made to wrong account numbers. Please verify details before confirming.
4. Wallet Refund
Refunds are primarily credited to BillCity Wallet.
Wallet balance refund to bank account may take 7-10 working days and is subject to applicable charges.
5. How to Request Refund
Email us at billcitydesk@gmail.com with your registered mobile number, transaction ID, and transaction date. Our team will process your request within the timelines mentioned above.
